May 18--CLEVELAND -- All he has to do now is find a way to keep the Indians from punching his ticket back to Buffalo.

Maybe Fausto Carmona did that Thursday by shutting out the Twins 2-0 at Jacobs Field.

Unless a player has a deep resume with lots of impressive numbers, there always is a danger that someone will take his job. But the pressure on Carmona has been a little different and more immediate.

SOUP KITCHEN TRAFFIC UP 50% IN SPA CITY.(CAPITAL REGION)

The number of people eating daily at the local soup kitchen increased by more than 50 percent during the just-concluded horse-racing season, officials said Tuesday.

They attributed the numbers to two significant developments: more low-paid track workers and more families thrust into homelessness because of skyrocketing August rents.

Whereas the kitchen, operated by the Saratoga Economic Opportunity Council, was serving 90 or so people per day in June and July, about 140 people ate each day during August. Even the pre-August numbers have increased, from about 75 to 80 per day in 1992.

Police said a dispute over bowling etiquette led one man to assault another with a 16-pound ball, knocking out one of the man's teeth. They said a 24-year-old man hit a man in the face with the bowling ball during a melee involving six bowlers at the Rocklin AMF Lanes. Smiley (2-0) improved his career record against the Mets to 8-3.After allowing Kevin McReynolds' one-out double in the second, Smileyretired the final 23 Mets in order. ALBANY City Hall has gone overboard in its code enforcement and created a hostile environment for landlords, a group of property owners has told Mayor Jerry Jennings.

Landlords complained to the mayor in particular that firefighters now enforcing codes have gone beyond normal building regulations and are trying to force owners to make unnecessary improvements to make their properties safer for fighting fires. They also argued that Albany is in violation of a long-standing law that requires municipalities with populations over 20,000 to have special housing courts.

Texas officials plan to ask court block ruling in sect case

Texas child welfare authorities plan Friday to appeal a stinging ruling that found they had no right to seize more than 440 children from a polygamist sect's ranch, a court spokesman said.

Child Protective Services notified the Texas Supreme Court on Friday that "they will file something today," court spokesman Osler McCarthy said.

The state can ask the high court to block the ruling Thursday by the Third Court of Appeals in Austin. The appellate court found the state failed to show the children were in any immediate danger when they were rounded up from the Yearning For Zion Ranch in Eldorado and sent to foster facilities around the state.
